DOTr's anti-colorum crackdown yields P20.8-M in fines

The Department of Transportation (DOTr) concluded its December 2023 anti-colorum crackdown with a notable collection of Php 20.8 million in fines.
This intensified “anti-colorum” campaign, spearheaded by Transportation Secretary Jaime Bautista, specifically targeted unauthorized public utility, prioritizing commuter and motorist welfare.
The DOTr underscored its commitment to road safety, imposing substantial fines of Php 200,000 per van and Php 1 million per bus on offenders.
The agency emphasized that these penalties exemplify the government’s unwavering dedication to ensuring the safety of all commuters.
Anticipating further exposure of illegal vehicles, the DOTr affirmed its intention to sustain and intensify the campaign.
Assistant Secretary Vigor Mendoza II of the Land Transportation Office (LTO) highlighted the adverse impact of colorum PUV operations on transport groups, causing a significant 30% loss in income.
In response, the LTO has joined forces with the Philippine National Police, bolstering their operations with added manpower.
The Land Transportation Franchising and Regulatory Board (LTFRB) outlined the fines for colorum vehicles based on their type:
Motorcycle: Php 6,000
Jeepney: Php 50,000
Sedan: Php 120,000
Vans and Trucks: Php 200,000
Bus: Php 1 million
Additionally, vehicles caught face a three-month impounding for the first offense. Furthermore, their Certificate of Public Convenience (CPC) and vehicle registrations will be revoked, and the vehicles will be blacklisted.
For a second offense, the repercussions escalate significantly: the entire fleet's CPCs will be revoked, and the operator, along with their stockholders and directors, will be disqualified from any public land transportation operations.
All vehicles under the offending operator will be blacklisted, and their registrations revoked.
