Lumobo sa record high na Php 14.51 trilyon ang pagkakautang ng Pilipinas noon Nobyembre 2023, mataas umano ng PhP27.92 bilyon kung ikukumpara sa nakuhang utang ng pamahalaan noong Oktubre.

Ito ay dahil umano sa pagpapailanglang ng gastos sa pag-utang at palagiang pagtaas ng inflation. Ang mga ito ang nagtulak ng pagtaas ng gastusin ng administrasyong Marcos.

Sa ulat na inilabas ng Bureau of Treasury noong Miyerkules (Wednesday) nailahad na ang kabuuang utang ng Pilipines ay lumolobo ng P27.92 biiyon buwan-buwan kaya umabot sa total na Php 14.51 pagsapit ng Nobyembre.

Ang domestic borrowings ay bumuboo sa 69.09 porsiyento ng total debt stock. Ang pagkakautang mula sa ng banyagang pautangan naman ay bumubuo ng 30.91 porsiyento.

Sa katapusan ng Nobyembre pumasok sa PhP10.02 trilyon ang domestic debt, tumaas ng 1.23 porsiyento sa naulat noong Oktubre. Ito ay dahil sa “net issuance of government securities.”

Nasa Php 4.48 trilyon naman ang foreign debt - higit na mababa ng 2.06 porsiyento of P94.15 bilyon kung ihahambing sa mga nakaraang buwan.

Ang pagkakautang ng mga Pilipino ay nag-doble sa nakalipas na pitong taon habang itinutulak ng gobyerno ang pagsasagawa ng malakihang proyektong imprastruktura at gastusan ang pangangailangan pampublikong kalusugan laban sa pandemic.

Bagamat maraming Pilipino ang lubhang nangangamba sa patuloy na paglobo ng mga utang ng pamahalaan, patuloy naman kampante ang mga ekonomista ng pamahalaan na maisasayos ang problema.


According to the Bureau of Treasury's report, the country's total debt burden ballooned by P27.92 billion month-on-month, reaching P14.51 trillion in November 2023. Year-to-date obligations surged by 8.12 percent or P1.09 trillion. Documents from the budget department indicate the Marcos administration anticipated the total debt to culminate at P14.62 trillion by the end of 2023.

The Treasury bureau attributed a significant portion of the heightened liabilities in November to the "net issuance of domestic securities," reflecting increased government borrowing domestically compared to its payments within the same period.

Data from the Treasury bureau highlighted that local borrowings, accounting for 69.09 percent of the total debt, rose by 1.23 percent or P122.07 billion to P10.02 trillion.

During November, the government secured P171.09 billion through regular sales of debt securities like Treasury bonds and Treasury bills, while repaying P45.14 billion to local creditors. However, despite this increase in local borrowing, the Treasury noted that the appreciation of the peso offset the value of foreign currency-dominated domestic securities, mitigating the overall rise by P3.87 billion.

Meanwhile, external borrowings decreased by 2.06 percent or P94.5 billion, exceeding the amount borrowed offshore. Additionally, the peso's strengthening against the US dollar contributed to a reduction in foreign debts by P109.37 billion.
