Four persons, including SK chair, penalized for torturing dog to death

A Sangguniang Kabataan chairman and three other persons have been found guilty and penalized for hanging and beating to death a dog they claimed to be rabid.
A local court in Capiz, ordered the accused to each pay a fine of P2,5000 after they were found guilty of violatioin of Republic ACt No. 8485 or the Animal Welfare Act of 1998.
The offense carries a penalty of not less than six months but a fine was opted by the court after the four accused pleaded guilty to the charge.
Atty. Ann Margaret Dy, president of the Capizl Animal Welfare Advocater Inc. (CAWAI, said the decision was promulgated on November 8, immediately after the accused were arraigned of the charges.
Found guilty of animal cruelty were Carlo Dave Bacay, SK chairman of Barangay Blasco; Rancie Bawisan, Cristine Bacalango and Edmar Gerarde.
CAWAI investigated the incident after the brutal killing of the dog came to its attention via Facebook post.
The dog was hanged while being beaten until it died.
Bacay reportedly owned the dog that was tortured by the accused.
During investigation, the four accused insisted that the dog was rabid and that it was their duty to kill it in order that it will not endanger people in Blasco.
However, their claim could not be confirmed because the dog was immediately buried.
